What is minimum age for women without mahram in Fiqa Jafria?

According to current Hajj Policy, Hahram is not required for Hajj but the individual will provide a certificate regarding;
Travelling with permission of parents or husband.
Travelling in group of Reliable Females.
There is “no threat to their dignity.
